The Five Hour Offer - Extending Activity
Background
On the 13th July 2007, the Prime Minister announced additional investment of £100m (2008-2011) into the PE and School Sport Strategy for Young People (PESSYP) (formally known as PE and School Sport Strategy - PESSCL) to give every young person the chance to do five hours of sport a week. This is often referred to as “the 5 Hour Offer”.£36m of this funding is being used to deliver the Extending Activity workstrand of the 5 Hour Offer.
Vision
'To ensure up to 900,000 children and young people in the 5 to 19 age range from the ‘semi sporty’ population segment take up an additional 2 hours of term time high quality sports activities through attractive provision designed to stimulate and increase take up and sustain participation'.
Aims
To increase opportunities for young people aged 5 to 19 to participate regularly in community sport
Creating behavioral change in young people by encouraging them to participate more regularly in ‘out of school’ and community sport activities.
Targets and Key Performance Indicators (KPIs)
The primary targets for Extending Activities will be:
- The 11 to 19 year age range
- Other age groups will be targeted if there is a local priority to do so
There are 5 KPIs for the programme:
| KPI 1 & 2 Engage | KPI 1 (Participants) - The number of children and young people registered to take part in one scheduled run of sessions. KPI 2 (Throughput) - Attendance, the accumulative total number of participants taking part at the series of sessions |
| KPI 3 Retain | Thenumber of children and young people attending a minimum of 60% of the sessions (e.g., 5 weeks out of an 8 week programme, 6 weeks out of a 10 week programme) |
| KPI 4 Sustain | The number of children and young people who continue to take part in sport regularly thereafter |
| KPI 5 Excel | The number of children and young people identified as talented and set on performance pathways thereafter |

Process
