Neil Cameron (Chair)Neil Cameron

Retired Chief Executive.

  • Spent 25 years working with IBM in Scotland and England including the role of country skills manager.
  • Served as CEO of the International Badminton Federation from 1998 - 2003 including planning for world championships and Olympic Games in Barcelona, Atlanta, Sydney, Athens and Beijing. Since retiring has provided some consultancy work to London 2012.
  • A former member of the Scottish Sports Council and immediate past Chairman of the British Orienteering Federation Neil has a wealth of varied sports governing body experience at national and local level.

Sue Bailey

Sue BaileyHead of Human Resources at the Stroud and Swindon Building Society.

  • Chair of Rednock Ladies Netball Club and an active umpire in the Gloucestershire Netball league.
  • Governor at Stroud College of Further Education serving on the Main Board, Remuneration and Finance and General Purposes Committees as well as being a member of the Pension Scheme Trustees.

Brian Hudson

Retired IT Director in the Financial Services sector.

  • Member and Non Executive Director of the Gloucestershire Cricket Board.
  • Current Chairman of the Cotswold Community Sport and Physical Activity Network and past Governor of Kingshill School and Sports College.
  • Director and Trustee of the Brandon Trust (a large national charity in the learning disability field) and chair of the Finance and Audit Committee.

Candace Plouffe

Candace Plouffe
Head of Children's Occupational Therapy Service, Care Services NHS Gloucestershire.

  • Has overseen the movement of the Occupational Therapy Services to a social enterprise.
  • Strong interest in inclusion for individuals who because of physical, psychological or social difficulties may not be able to access activities and opportunities.

Dr. Paul Winterbottom

Consultant Psychiatrist and Medical Director of 2gether NHS Foundation Trust.

  • Chair of the Cam and Dursley District Sports Network.
  • LEA school governor.
  • Facilities manager and youth coach at Dursley Rugby Club.

Di Billingham

Di Billingham

Di worked for 10 years at Cotswold District Council at a senior level in Sport and Recreation management and was involved in the early stages of the development of 'Active Gloucestershire', when she chaired the countywide Gloucestershire Sports and Leisure Officers Group from 2001 - 2003.

Her current work is in Public Health with Gloucestershire Primary Care Trust where her role is a strategic one working at county level working with non NHS partners to encourage their contribution to the wider determinants of health. Di co-ordinates the Gloucestershire Health and Community Wellbeing Partnership, which is responsible for the strategic lead for health and social care planning in the county and the lead for the health block of the Local Area Agreement.

She is also the strategic lead for links between Public Health and the the voluntary sector from and presently the Chair of the Compact Group and has served as a Director on the Sandford Parks Lido Trust.


Mike Cogger (Senior Director)

Mike CoggerMike is well known for championing the role of the University in the County and at various times he has served as:

  • Director of Fullwood Park Limited, a wholly owned subsidiary of the University of Gloucestershire.
  • On the Board member of the Avon, Wiltshire and Gloucestershire Strategic Health Authority's Workforce Development Confederation.
  • Board member of the Gloucestershire Health and Social Care Academy.
  • Executive member of the Gloucester Strategic Partnership.
  • Independent Chair of the Gloucester Primary Schools Review.

Mike has also been a Governor of Oxstalls Community School and Bishops' College and found the time to be a successful coach at Gloucester Rowing Club and with the Great Britain Junior Rowing Squad.


Angela James

Angela James

Sport and Physical Activity Consultant

A qualified secondary school teacher who holds a Masters in Sports Development Angela has has management, financial and commercial experience from working for 9 years with Cheltenham and Gloucester PLC as well as 20 years of hands on experience of physical activity provision in secondary schools.

She has contributed to undergraduate and postgraduate programmes in sports psychology and physical activity and health at the University of Gloucestershire and until recently led much of Gloucestershire County Council's work on sport and physical activity. She is now an independent consultant.


Kathy Lewis

  • Association of Chartered Certified Accountants Certified Accountant.
  • Trained as a Run England leader
  • Holds an England Athletics Licence.

Phillip Cooke

Phillip Cooke
Managing Director.

Philip is Managing Director of Destination Marketing UK Ltd, which is a specialist marketing and communications company serving a wide range of public and private sector clients.

He was previously Director of Tourism and Marketing for Gloucester City Council and has an MBA in International Tourism Management and is the winner of a DTI marketing scholarship at the Kellogg Business School, Northwestern University, Chicago.

Philip has also worked for the Sports Council as Deputy Director of Bisham Abbey National Sports Centre and is a leading expert in regeneration and tourism marketing. Earlier in his career he qualified as a teacher of physical education and played rugby for Harlequins before moving into sports and leisure management.
